Proposed model for MCP-UTM alliance involving triumvirate of Chakwera, Mia and SKC

It’s a fact that Malawians who are agitating for change in this country want a grand opposition alliance to boot out the besieged Democratic Progressive Party. In this grand alliance, they mostly want the Malawi Congress Party (MCP) to partner with UTM.

In the meantime, both parties have officially announced to the nation that they have formed a task force to discuss the possibility of forming the alliance in question. This is refreshing news.

In this article, I would like to put forward a model for an alliance involving these two parties where I  propose that it must involve the trio of MCP President Dr Lazarus Chakwera, his deputy Sidik Mia and the UTM President Saulos Chilima. Reaching this far, one would say that this is a complex calculus to solve. I agree but it is doable. I urge you, as you go through the write-up, to more importantly pay attention to the justification behind the proposal this model so provides.

As a disclaimer, I don’t intend to demean anyone in this discourse and if it so turns out, I want the consumer of this write-up to ignore such weakness but rather concentrate and/or critique the advanced proposal(s). Let’s go!

In my view and probably also the view of many like-minded Malawians, we consider it axiomatic to postulate that Malawi Congress Party (MCP), is, unless things change in the near future, a strong party and UTM a junior party with potential to come of age in years to come, all conditions constant that is.

To substantiate this fact, the performance of the annulled presidential election tells it all. Dr Lazarus Chakwera of MCP got roughly one million and seven hundred thousand votes whereas Chilima got roughly one million votes.

On the part of MPs, MCP got over 50 MPs and if we add the independent members who joined MCP, the number of MCP MPs now are close to 70 in Parliament. On the other hand, UTM got 4 MPs. These facts; these statistics cited show that a good number of Malawians wanted Chakwera to lead as President of the republic of Malawi as opposed to Chilima, that is if we leave out the embattled President Peter Mutharika of DPP.

This being politics and on account of the strength of the party, Chakwera, in my considered view, ought to earn the right of being a torchbearer of any possible alliance between MCP and UTM.

However, one thing must also be made very clear: much as UTM is, in my view, not as strong as compared to MCP as evidenced by the number of MPs it got; Chilima as an individual is undoubtedly a strong candidate hence I consider him a king-maker in such possible alliance and in the present political environment.

In the annulled presidential election, he put up a gallant fight, he energized his support base and getting one million votes wasn’t a joke. He earned for himself political respect after being sidelined by the DPP. It’s now a settled question that Chilima, whether one likes it or not, is a political force to reckon with in this country, at least for now. This is the sole reason why Malawians want an alliance between MCP and UTM to deal with torturous DPP once and for all.

In terms of who has a better vision for our country, I contend that Dr Chakwera and Dr Chilima are at par. Other people would argue that Chakwera has better vision for our country than Chilima. Others would argue the vice-versa. This is akin to a debate football fanatics the world over have as regards Lionel Messi and Cristiano Ronaldo. The bottom line is that both Chakwera and Chilima are good in their own right just like Messi and Ronaldo are as well.  What, in my view, is separating the two are the strength of their respective parties as already explained.

So if settled that Chakwera should be the presidential candidate for the alliance, then does it follow that Chilima should be his running-mate? This model says NO. Chilima should not be Chakwera’s running-mate. Why?

Well, Chilima supporters and most well-meaning Malawians think Chilima can be the game changer—like the missing piece in the jig-saw puzzle for the development of this project called Malawi. He can be the catalyst to bring the prosperity Malawians want to see. I share the same sentiments.

However, I contend that making Chilima vice president would not give Chilima the platform for Malawians to exploit his full potential. Chilima would continue to be a liability, a burden to tax-payers as vice president. Why? We Malawians including Chilima himself know that the vice presidency in our country is an inconsequential position. Useless position. This is a delegated position. You wait for your boss, the President to give you something to do.

If the relationship between the President and the Veep is sour as it is now, the Vice president is reduced to a lame duck status. In the words of Chilima himself, the veep is reduced to a non-functional status only existing on paper but with zero impact on the ground.

Those who strain the relationship between the President and the vice president are those who surround the President. It has happened at least since Cassim Chilumpha days till now. Vice Presidency, in this current legal configuration in this country, is a liability to tax-payers money… a poisoned chalice.

If Chilima can accept to be running-mate of Dr Chakwera, it would mean he simply wants to serve his interests as an individual and not the interests of the nation. This is the case because we can’t expect him, as vice president, in the next five years, to be a functional vice president when the trend has been horrible for the past former vice presidents to date.

It is against this background that this alliance model proposes that Chilima, in this alliance, should be made prime minister. This means that after winning the election, the MCP-UTM led government should amend necessary laws to provide for the office of the Prime Minister. This will be someone responsible for the operations of government with clear constitutional or statutory duties, responsibilities and power. This should be an arrangement where the prime-minister, once appointed should never be un-appointed but serve for the rest of the term of the President. This arrangement, would be a win-win arrangement for MCP-UTM supporters and more importantly, a win for Malawi.

Now that Chakwera would be the presidential candidate and Chilima the prime-minister in this model, then who would be Chakwera’s running-mate? In this alliance model, I propose that the alliance presidential candidate, in this case Chakwera, should be given the prerogative to appoint his running-mate.

At this juncture, the model proposes that Chakwera, in exercise of his prerogative power, should still maintain his choice of picking Honorable Sidik Mia as running-mate. Why? A running-mate, in my view, should be someone one can feel comfortable to work closely with…someone the Presidential candidate enjoys bromance with.  I think, in this respect, Mia remains a perfect candidate.

This model considers not only Mia as a perfect candidate for running-mate position in a possible alliance with UTM but also important for the unity of this country. Remember, one of the pillars of the Chakwera High-5 agenda is to unite the country. Granted, both Chakwera and Chilima hails from the central region. Having a Chakwera-Chilima ticket would be to confirm fears the people from the southern region have that MCP and UTM want to wrestle leadership from the region and that they should not allow that to happen. This explains the quick DPP-UDF alliance to lock-up the region and take the battle to their opponent base(s).

If we have Sidik Mia in the alliance configuration as running-mate, that move would send a strong signal that both Chakwera and Chilima are serious about the rhetoric of uniting our country. It would also mean a serious attempt to get a significant number of votes from the region. The north has Catherine Gotani Hara as Speaker of the National Assembly—an arm of government. This, in my view, is enough for the northern region. We need a figure from the southern region in this possible alliance and in my view, it is only Mia from the Shire Valley whom the cap is perfectly fitting.

And Boom!

We have made a winning and meaningful grand opposition alliance taking into consideration the matrix of unity and competent leaders to move the country forward. Shall this alliance fail to materialize, whether based on this model or a different model from this; it’s either DPP-UDF alliance may somehow win the fresh elections or if they fail to garner 50% plus one votes, then MCP will square off with DPP in the second round where UTM might be a spectator. In this case, UTM may not have a good bargaining power with MCP than they now have.  I rest my case.

  1. Decent article, but as of now most Malawians dont understand the role of govt, lets not confuse them by adding a Prime Minister.

    2nd Chilima should be the torch bearer in any alliance coz he is the one candidate who is truly popular, the other big hitters are pushed by their particular parties.

    And 3rd, like one comment i have seen, the last election was nullified, so lets not read too much in the final figures from that election.

  2. The problem I have with the article is that the last election was declared null and void for very good reasons.
    Lets stop using numbers from that void election as a basis for drawing conclusions that someone got the most
    votes/MP’s etc. We had organized crime here, and no one knows for sure what the true numbers/percentages were.

  3. Thanks for the suggestions but I think it’s a bit tricky coz it will need the approval of Mps of the
    same interested party whether to have a Prime minister yes or no. If they say no then the position won’t be there, hence a talented man is lost. My take would be as we aren’t sure of how each one of these guy really performed in the last year,s election. And we all know that this was a second attempt for Dr. Chakwera and came second. Why can’t we try ChILIMA to be a torch bear if the alliance has to go on. If not why can’t UTM go it alone?

  7. This article is academically brilliant but politically naive. As others have already observed, you cannot base your argument on numbers that are neither here nor there. Secondly, you cannot hope on a post-election constitutional amendment when going into an alliance. Thirdly, there is no need to make constitutional amendments just because of an individual’s perceived abilities. I, therefore, dismiss the article with costs.
    However, for the sake of those who would say what is my proposal, I would like to categorically state that Chilima is the cream of presidential contenders this time around. The UTM-MCP alliance should, therefore, be led by SKC. In any case, it will just be fine for Chakwera to be VeePee. Actually servant-leadership demands that he be the second in command. The alliance should be based on the ministerial balance of power from MCP because of its numbers in the August House with SKC driving the development agenda. Take it o leave it!

To get a True picture of how much each Candidate got just 500,000 votes from every Candidate.You remember when Final Results were announced All the 3 had their Votes increased by 500,000….That’s where Elections were messed Up kapena a MEC anamtosungira aliyense 500,000 ? For me this Country Needs Implementers…The Parliament in Lilongwe Vision was already there ….It just needed Bingu to Implement it …How many Visions are gathering Dusts at Capital Hill …Chakwera as President and Chilima as Vice Basitu …I will not talk about Rwanda and Our Vision 2020 …Implementers that’s what we Need….

  9. The article is well written and I salute the author, however I have some reservations pertaining to the position of PM. Firstly, our constitution cannot be changed just fulfill the aspirations of parties with willy nilly. Secondly, the position of a PM was abandoned bcoz it was more or less like another President in its own context as such it was like a Tambala awiri kulira mukhola limodzi which is and can be problematic.

    Thirdly, its tricky to promise someone a position whose creation will be based on the periphery hope of the parliamentarian’s good gesture of endorsing it. What if they reject.

    In conclusion I feel I is better to focus those issues that are within their powers to control than basing on hope which in many instances ends in disaster!

    1. I agree and I wrote few days ago. If UTM goes into this alliance, Dr Chilima should not be the vice president and if UTM has to provide a vice president, let them choose someone or send Dr Usi….We need Dr Chilima and his UTM, this is the only hope for a transformed Malawi. A Chakwera tidzakhumudwa naye like Haitians with former priest Jean-BaptistE Aristide.
      The author’s comparison of MCP-UTM figures is not correct.
      The 70 + MCP MPs and 1.7 million votes for Chakwera is a result ya 56 + years ya MCP. The 4 UTM Mps and over a million votes ya DR Chilima follows 7 months or so of UTM existence.

  14. This article is palatable ‘food for thought’ for political leaders from both camps. After all, all visionary leadership need to have capacity to listen to and where helpful, accommodate popular views from their ‘public’ followers. Incorporating helpful public and popular opinions into one’s decision making process is in my opinion good for successful leadership. The current DPP top leadership appears to have run into trouble among other reasons, due to carelessly paying a deaf ear to popular public concerns and in the process finding itself completely out of touch with reality on the ground. Top politicians who choose to listen only to the views of an elite few in most cases end up with ‘half-truth’ tale tales by ‘favour-seeking’ inner circle ‘boss’ pleasers at the expense of the majority of the masses whose views should have been heeded as well. MCP–UTM should maintain their purported ‘servanthood’ leadership styles and do what is best for Malawi by caring to listen and accommodate such views as emanate from a wide spectrum of supporters views such as suggested in this article. Long live the ‘Malawi Third Republic’!

  15. I do not necessarily agree with your proposal on the following basis: the figures you have used to show who had more votes in the previous election were compromised by the infamous tippex. Therefore, we do not know with certainty who won the election. The very reason we are having a fresh election. Secondly, Chilima was just eight months old into the political scene. This might be the very reason his political party got a small number of MPs. Thirdly, a majority of Chilima voters did not register and did not vote because during registration it was not certain whether Chilima would participate in it. This time around they will come out with full force, re-energized. The greatest come back of all time.
    But this time around, everyone knows who the best candidate is in terms of capabilities. Chilima is way ahead of the two others in terms of leadership skills and qualities. In this alliance we want the best candidate to lead us and he is none other than Saulos Klaus Chilima. Chakwera would make a good Vice President. Chilima has done his part as the Veep of this country and he proved that he can be promoted to the full presidency. Now it is time for Dr. Laz to prove to us that he has something to offer us. As a leader of opposition, he showed a lot of inconsistency which is not a quality of a good leader. It will be good to have someone like Chilima lead the alliance since he can be trusted to stick to the agreement because of his consistency and unwavering attitude unlike Dr. Laz who most of the times in parliament made decisions for convenience rather than as a matter of principle. MCP would gain experience in running matters of state and will have to prove its capabilities under the watchful eyes of UTM. That’s my personal opinion. Let the best candidate lead the alliance.

    1. John l agree with you 100% the results MEC announced are doctored results. Also, l do not think for a second that Chilima with over a million votes could only amass 4 MPs. The manner of rigging was to place MCP second in the elections while destroying any contention to electoral supremacy by UTM and SKC. We may never know the true results of that election. It is possible SKC won outright but because DPP was out to silence him for good played around with his electoral figures to put him third. Unfortunately and sadly these alliance negotiations will have to be premised on these very wrong and unverifiable electoral outcomes. Lastly, l agree with you let the better candidate lead the alliance.

The calculation the writer has used is what in the History of Malawi so simple and straightforward, so if you want to bring your calculations to suit you, bring it on!         1. I think the idea of making Chilima PM wont be feasible and is not guaranteed. Look, for us to have PM position, parliament must amend the constitution and with the current state of affairs, MCP and uTM do not have a 2 thirds majority to influence this and DPP and UDF will do everything to frustrate these efforts in parliament. Mind you by this time MCP will already have won the election using UTM. If this PM proposal were to be a win win situation, then the constitution should have bn changed well before the election is held. My proposal is let Chilima go solo and campaign hard. The well meaning malawians will put him into office and he can bring coalition with MPs while in Office.

  17. This write up is, in my view, a brilliant thesis on an otherwise difficult subject. It gives a balanced power sharing solution; something very different from the not so popular VP position which many presidents have mistrusted, interpreting it as potential power grabbing strategy.

    As Prime Minister, SKC would be comfortable, just as Chakwera would be, living in the knowledge that he is complimenting the president’s efforts in serving the Nation. To me SKC’s future would be well charted and his performance as Prime Minister would definitely ensure the general public’s trust as future president.

    There are bound to be positive as well as negative reactions to the proposal but the biggest challenge is to put forward meaningful counter proposals on this not so easy subject.

  18. There is no that position of prime minister. It was abolished in 1966, the last occupant being Dr HKB. No one is allowed to manipulate the constitution.

  19. The writer shows that he is in the pocket of Sidik Mia. The number of NPs do not determine the strength of the Presidential Candidate. Atupele’s party got more Mps that Chilima’s BUT Chilima got more popular votes than Atupele that settles it all. If there is any reasonable alliance to be made take these two as individuals then put them there without tagging them with thrir Parties. Presidential Bote is a Popular Vote that’s why Malawi independent Canfidates stand cos it has nothing to do with Parties. And to suggest that when the two come on top & Chilima third then he will not gave bargaining power is a lie its when both dides will need him more. One point something that we are talking about of Chakwera then if that is the case then Peter won the elections cos he got more than Chakwera.

  20. Under whose cost will the prime minister be paid. This is an expensive model and should MCP and UTM go for this then they should expect doom. This will simply make the DPP and UTM alliance to carry the day on the next elections!

  21. What is all this fuss about Sidik Mia? He brings nothing to the alliance. Many people have donated money to the party, you cant expect to be rewarded with the Presidency because you donated money. What was your reason for donating money? If it was for MCP to get in government then you can achieve that by aligning with UTM which means at a minimum SKC should be maintained as a functional Veep with some powers. I am not for wasting money on 2 Veeps which is also a recipe for disaster as it potentially will bring political divisions. Mia should not be greedy, actually he would show himself a true patriot and put SKC on the spot if he was to make a statement saying for the sake of the party he is willing to forego being running mate and has no ambition to be the Vice President this time around.

  22. To be honest, the way you started your write i almost throw it away. The apologetic statement you started with of not trying to demean anyone rhetorically means you intend to. However, after patience in digesting your views. I find them logical, feasible and excellent. It would only need the two parties to be sincere with each other and a big level of trust. We have seen big leaders using such strategies to reach a win-win with their opponents, what could be stop buddies like chilima and chakwera. However, since this provision is not existant in our political setup and constitution, there could be some fears of MCP not leaving to its words after getting in power and hence it would be great if you suggested the form of guarantees MCP can offer to UTM for surity purposes.

  23. This is greed at its best. Can a big issue like having a prime minister simply be resolved by mps or does this call for a referendum. Secondly , what guarantee does Chilima have between now and the prime minister position that this indeed will happen. MCP has many MPS. what happens in the event where this grand alliance has won and mps decline to have a prime minister position. Your idea sounds good but the practicality is another issue all together.

When you say Chakwera got more than Chilima therefore he should lead, aren’t you also saying Mutharika won??? We need to find better and unbiased reasons to justify our claims otherwise, it may just appear as if we are trying to hide our true feelings which in this article is coming loud and clear that Chakwera won the last nullified elections which is not at all the case.

Our politics demands that president and his vice should not come from the same party considering that all parties in the alliance ought to campaign for the ticket to win. I think MCP should come up with the name of the president and UTM should come up with the name of the vice president.

You have missed very important part dude, the writer has explained the sit of the Vice president in this Country, that it is not active as compared to what Chilima would want to do, he is very good in doing things very strong but for him to be the Vice or running mate, it will just pull him down as it is already happening in this Country, the writer is not saying that Chilima should not and or the alliance should not take one from the other side to be running mate, the alliance can do that but in his views he thinks if it can be like that and Chilima being as a running mate, it will not be good for him because his duties are delegate by the President, rather he is suggesting that Chilima by deliberate change of constitution, should be the Prime Minister so that he do all what he can to make what he promised come true, which I believe this guy has a point.   26. Don’t agree at all. What the writer missed are the following facts: 1) Chilima contested in an election when his party was only 9 months old 2) Malawians now know that in Chilima there is integrity as evidenced by everything he says which made the rest follow. Many things were said leading to May 21 vote which made DPP and MCP fell to their knees. Taking MEC and DPP head on to challenge elections results makes him more credible as well. Remember MCP and Chakwera were looking for vote recount 3) About 3 million moderate voters did not either register or vote during the annulled elections. Things could change now. All these and others need to be put in the equation. In their absence, the analysis is myopic.

  31. This is a good article and raises interesting issues. However, it seems to be more inclined to gutter journalism because the author writes more as an MCP sympathiser or UTM bootlicker. We cannot change the entire constitution to accomodate individuals, so that Chilima or Mia should be appeased. What about in the next ten years when all of the candidates mentioned are ineligible to contest? Are we going to go back to what the constitution says now? Constitutions are there to serve national interests, not narrow personal gains based on inconvenience. It is not our fault that the Presidium has only room for two. Creating a Prime Minister’s office in a poor country will cripple the economy. We will have over 1000 cars involved in convoys to accomodate egos.

    1. It would be a necessity in this case rather than allowing DPP to come back…….how much do they steal from us …now the K35bln audit reaviling…how about the falsified and inflated invoices, undeclared!!!!
