ACB probes contract of Salima- Lilongwe Water Project: Kondowe working with Khato

The Anti-Corruption Bureau (ACB) has said it will open a probe into a $500 million (K400 billion) Lilongwe-Salima water project to improve water supply in the capital city, after receiving a complaint on the contract.

Khato Civils, a construction and engineering company headquartered in South Africa and owned by a Malawian billionaire Simbi Phiri, is appearing on the court record as Khato Civils Proprietary Limited.

ACB spokeswoman Egrita Ndala said the bureau received “a complaint”  regarding the contract which was awarded to Khartoum.

But Ndala said “investigations has not yet commenced.”

Ironically, former ACB boss Lucas Kondowe is currently working as consultant with Khato Civils on  issues of Finance, controls, governance, assurance and strategic planning since January this year.

Khato Holdings Limited unveiled to the media multi-million kwacha machinery for the construction of the pipeline from Lake Malawi in Salima to Lilongwe to ease water problems in Lilongwe, disclosing that $13 million (K9.8 billion) had already been invested.

ever wondered how APM and Chakwere showed up at Simbi wedding check pictorial evidence. Simbi went on to donate to Police in public. What was going in private to the politicians?? You wonder why some sick ministers had suitcases full of cash in his house. What about APM? Chakwera’s houses no suitcases of cash? remember when Bingu died. Suitcases of cash being transferred out of State House. Such is Malawi.

Revolving door policy–can you expect due regard for professional ethics?!! That is the more reason why this contract sticks when you have people that pretended to be looking into the contract for probable violation(s) of the law now potential beneficiaries of the contract

Before joining ACB, Kondowe was working somewhere. It would be neive to expect him not to be employed after leaving ACB. There is no issue here. The investigation has nothing to do with Kondowe. Take him out of the picture after all this project received overwhelming clearance by a number of Malawi parliamentary committees.

It is no secret that Khato Civils is probably one of the best contractors in Southern and West Africa. Their work ethics and high quality work speak for itself. Most of their projects have either been completed on or before time and delivered with very high and uncompromised quality. The fact that the owner (simbi Phiri) stays in Jozi shouldn’t be a factor (do you want the contract to be awarded to Mota Engil?). At least with Khato Civils most of the funds will stay put in Malawi. However, the point that is being made is that there’s blatant corruption… Read more »

Its a high time Lilongwe City had enough water! Lets not derail the project. Nsanje, kaduka lets put them aside and support the good work Khato Civils has started doing for the progress of our nation. Water is Life!
